About CTEP 

The Cadet Training and Education Program (CTEP) consists of three leadership schools designed to support cadets as they progress through the Cadet Program.  These courses equip cadets with the knowledge and skills needed to lead at their level of responsibility.  Although no longer tied to Region Cadet Leadership School (RCLS) credit, they remain central to Texas Wing’s vision for developing capable, confident cadet leaders. 

Training Leaders of Cadets (TLC) courses are the premier venue for Cadet Programs Officers to strengthen their mentorship skills and learn effective management of cadet and composite squadrons.  The Basic and Intermediate TLC courses will be offered. 

Courses Offered & Eligibility 

SNCOA–Senior NCO Academy 

• Eligibility:  C/MSgt—C/CMSgt 

• Capacity:  24 students 

• Goal: Develop cadet NCOs to lead small teams, mentor junior cadets, and uphold the standards of the Cadet Program—preparing them for the transition from followers to frontline leaders.  Cadets will be challenged to function mentally and physically at a significantly higher level than what is typically expected of them.    

• Focus:  Tactical Leadership 

• Training Overview: 

• Professional communication (e.g., public speaking, writing, and business communication). 

• Critical thinking (e.g., problem-solving and decision-making under pressure). 

• NCO roles, duties, and responsibilities, including those of First Sergeants and Command Chiefs. 

• Interpersonal dynamics, team cohesion, and mentorship. 

SLS–Squadron Leadership School 

• Eligibility:  C/2d Lt—C/Capt  

• Capacity:  24 students 

• Goal:  Prepare cadet officers to lead through deliberate planning, cross-functional coordination, and character. 

• Focus:  Command and Staff Leadership 

• Training Overview:  Classroom instruction is reinforced through group leadership projects and planning sessions. 

• Effective communication (e.g., briefings, written correspondence, and directing subordinates). 

• Squadron officer roles and responsibilities (e.g., managing operations and facilitating squadron meetings). 

• Program and people management (e.g., supervising personnel and managing cadet activities). 

• Leading through planning and influence rather than direct supervision. 

CCSC–Cadet Command Staff College 

• Eligibility:  C/Capt—C/Lt Col 

• Capacity:  12 students 

• Focus:  Executive Leadership and Mentorship 

• Goal: Prepare executive-level cadets to advise commanders, develop subordinate leaders, evaluate program effectiveness, and shape the strategic direction of the Cadet Program—challenging them to lead with vision, maturity, and strategic purpose while mentoring the next generation. 

• Training Overview:  Cadets demonstrate knowledge proficiency through practical application of strategic-level concepts. 

• Wing-level event planning and execution (e.g., encampment). 

• Project management concepts and methodologies. 

• Strategic leadership, vision, and executive decision-making. 

• Mentoring and developing the next generation of cadet leaders. 

Note:  All cadet students and cadet staff must have received Encampment credit to attend.  Cadet students must hold the required grade prior to the event start date;  time in grade alone does not meet this requirement. 

Training Leaders of Cadets (TLC) – Senior Member Track 

• Basic & Intermediate TLC are offered concurrently with CTEP schools 

• Eligibility:  New adult volunteers, experienced CP officers seeking refresher training, or any adult member seeking to expand their Cadet Program knowledge. 

• Capacity:  12 students 

• TLC courses are conducted per the TLC Course Director's Handbook, Civil Air Patrol TLC lesson plans, and CAPR 60-1, para 2.4.
